What a student is entitled to

Can my child get support without a diagnosis?

Yes. Support in Swedish school is based on need, not on a diagnosis. A school cannot make support wait for a completed neuropsychiatric assessment, which matters because those waiting lists can run for months or years.

What is the difference between extra anpassningar and särskilt stöd?

Extra anpassningar are smaller adjustments inside ordinary teaching, such as a checklist, more time, or instructions broken into steps. Särskilt stöd is more extensive, follows an investigation, requires a formal decision by the rektor, and is written down in an åtgärdsprogram.

What must an åtgärdsprogram actually contain?

It has to state what the student's needs are, what the school will do about them, who is responsible, and when it will be followed up and evaluated. A plan built on vague goals about the student trying harder is not adapted support.

Does the student get a say in their own support?

Yes. Skollagen says the child's own view shall as far as possible be established, and that the student is to be given the opportunity to take part when an åtgärdsprogram is drawn up. Taking part is not the same as deciding, though: the school still chooses the measure.

Does support follow my child to a new school?

The school a student leaves has a legal duty to hand over the information the receiving school needs for the move to work, including which support the student had. The new school still makes its own decisions, so the handover is worth following up on rather than assuming.

Does the right to support continue in gymnasiet?

The duty to give support applies in upper secondary school too, but the specific arrangements from grundskolan do not carry across automatically. The transition is one of the points where support most often quietly disappears, so it is worth raising before the term starts.

Does the right to support apply at fritids?

Yes. Fritidshem is part of the student's education rather than a separate service that begins when teaching ends, so the right to extra anpassningar and särskilt stöd covers the afternoon as well.

When the school says no

The school decided my child does not need särskilt stöd. Can I appeal?

Yes. A decision to draw up an åtgärdsprogram and a decision that one is not needed can both be appealed to Skolväsendets överklagandenämnd, a court-like body that reviews school support decisions.

How do I report a school that is not giving support?

Anyone can report a school to Skolinspektionen. There is an order the authorities recommend following first, starting with the school and then the huvudman, and going through it in order makes the report itself stronger.

Can failing to support my child count as discrimination?

It can. When a school does not give a student with a disability the reasonable adjustments they need to access their education, that can be unlawful discrimination under Diskrimineringslagen, in the specific form called bristande tillgänglighet, and not only a failure under Skollagen.

Does my child have a right to an elevassistent?

A student has a right to have their need for support met, but not a right to one specific measure, and that includes an elevassistent. If an investigation shows the student needs särskilt stöd the school must provide it, while the school decides what form it takes.

Can my child get skolskjuts because of a funktionsnedsättning?

Distance is only one of the grounds. Skolverket lists the student's funktionsnedsättning as an independent ground for free school transport, alongside the length of the journey, traffic conditions, and other special circumstances.

Everyday school life

Do we have to pay for the digital tools our child needs?

No. The tools teaching requires, including assistive ones like text-to-speech, are part of the education the school provides, and education in compulsory school is free of charge for families.

Schools are mobile-free from 1 August 2026. What if the phone is my child's support tool?

Phones are collected at the start of the school day in compulsory school and fritidshem, but use within a student's extra anpassningar or särskilt stöd is named in the rule itself. The practical move is to get the function written down as an adaptation before term starts.

How do I prepare for my child's utvecklingssamtal?

Treat it as a working meeting about what the school will do next, not a report card read aloud. Bringing specific situations and dates, and agreeing on what happens before the next meeting, is what turns the conversation into support.

What is a särskild undervisningsgrupp?

It is a form of särskilt stöd where a student is taught in a group other than the one they normally belong to. It is one of the most intrusive measures available, so it requires a formal decision and should follow an investigation rather than a hunch.

My child is refusing school. What is the school required to do?

The school cannot wait and hope. Swedish law requires the rektor to make sure that repeated or extended absence is investigated promptly, because absence is usually the end of a problem rather than the start of one.

Assessment, and what changes in 2028

We are waiting for an NPF assessment. Does school support have to wait too?

No, and this is the most common misunderstanding of the two systems. The assessment queue sits in healthcare, while the duty to give support sits with the school and is triggered by need, so the school's obligation runs during the wait.

What changes when the new support rules take effect in 2028?

The Riksdag decided on 3 June 2026 that from 1 July 2028 the early-support guarantee and the extra anpassningar regulation are replaced by standardized testing early in the autumn term and earlier remedial teaching. Until then the current rules apply unchanged.
